We are currently looking for a Procurement Analyst in Washington, DC.

Summary:

The Procurement Analyst will provide professional acquisition support services to completely prepare all of the required paperwork and forms associated with approved acquisition requirements for the Office of Security for submission of the required OA acquisition packages to the Bureau's Office of Acquisition for further processing. The contractor shall also provide acquisition support for "cradle to grave" contracting actions in support of the Office of Acquisition for packages prepared by all BEP Offices.

Essential Job Functions:

  • Completely prepare all of the required paperwork and forms associated with approved acquisition requirements for the Office of Security for submission of the required OA acquisition packages to the Bureau's Office of Acquisition for further processing.
  • Provide acquisition support for "cradle to grave" contracting actions in support of the Office of Acquisition for packages prepared by all BEP Offices.
  • Perform full range of acquisition planning actions, including requirements documentation, market research, IGCE support, and recommendation of proposed procurement method, in coordination and consultation with Office of Security and Office of Acquisition
  • Support document creation in support of the above actions, including Market Research Reports, Acquisition Plans, IGCE's, Sole Source Justifications and other documents common to the acquisition planning process
  • Support proposal evaluations including price/cost analysis or technical proposal analysis
  • Perform full range of contract actions including solicitations, contract awards, modifications, negotiations, incorporation of changes, exercise of options, price analysis, and resolution of contract issues
  • Perform contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies: contract closeout
  • Perform document creation in support of the above actions, including Determination and Findings, Market Research Reports, Pre and Post Negotiation Memorandum/Award Memorandum, Acquisition Plans, Sole Source Justifications and other documents common to the acquisition process

Necessary Skills and Knowledge:

  • Possesses demonstrated expertise in and capability to perform full range of acquisition planning actions, including requirements documentation, market research, IGCE support, and recommendation of proposed procurement method, in coordination and consultation with Office of Security and Office of Acquisition.
  • Possesses demonstrated expertise in and capability to support document creation in support of the above actions, including Market Research Reports, Acquisition Plans, IGCE's, Sole Source Justifications and other documents common to the acquisition planning process
  • Possesses demonstrated expertise in and capability to perform full range of contract actions including solicitations, contract awards, modifications, negotiations, incorporation of changes, exercise of options, price analysis, and resolution of contract issues
  • Possesses demonstrated expertise in and capability to support proposal evaluations including price/cost analysis or technical proposal analysis in the Federal sector
  • Possesses demonstrated expertise in and capability to perform contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies: contract closeout

Minimum Requirements:

  • Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics or management.
  • Shall have at least a minimum of five (5) years of experience in contracting providing service to Federal clients.
  • A minimum of five (5) years of experience in developing and administering a variety of contract types, with some supervision and oversight required;
  • A minimum of five (5) years performing preliminary acquisition functions.
  • Shall have at least a minimum of five (5) years of experience in contracting providing service to Federal clients.
  • Be able to pass a Public Trust background investigation to be completed by the BEP Office of Personnel Security
