Position Description:

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

We are looking for a seasoned safe driving professional with experience in both program development and project management to join the Safety, Health and Wellness Division as a Safe Driving Coordinator. This position will research, plan, develop, implement, audit and evaluate Safety Driver Programs and activities for the Utility.

This position will report to the Safety, Health and Wellness Manager – Technical Programs.


Qualifications:

Education: Bachelor's Degree in Occupational Health, Safety, Toxicology, Industrial Hygiene, Biology, Engineering or a related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class).

Experience: Requires three years of experience in a transportation, safety, or health related field (or a combination of education, training and/or experience which provides an equivalent background required to perform the work of the class). Must have a solid understanding of federal and state statutes and regulations and processes regarding Commercial Driver License and CDL Permits.

Essential Capabilities: The candidate must have excellent oral and written communication skills and be able to communicate effectively with all levels of the organization and with outside agencies. The candidate must be able to demonstrate critical thinking skills and be able to work independently and use discretionary judgment. The candidate must be able to work in office environments and in harsh physical environments.

Certification/License: Driver's License or equivalent mobility; CDL license preferred.

Desired Qualifications:
  • AAMVA (American Association of Motor Vehicle administrators) CDL Examination Certified preferred
  • Previous experience in development and administration of CDL driver and training programs for a large fleet
  • Three (3) years of experience in motor vehicle accident and safety investigations and in developing, conducting, and coordinating driver improvement and/or driver education programs.
  • Excellent analytical and problem-solving skills, interpersonal skills
  • Ability to communicate clearly and concisely, both orally and in writing, with individuals at all levels of the organization
  • Ability to meet strict deadlines without compromising accuracy, excellent product quality and attention to detail
  • Experience with MS Project, Excel, Outlook, and Word and other software
  • Experience working with the public sector and Collective Bargaining Unions; demonstrated experience working independently and collaboratively in a diverse environment
  • Experience in presenting information that promotes Safety Health and Wellness to large groups.

  • Develop and implement a Comprehensive Safe Driving Program for Seattle City Light, including but not limited to the Commercial Driving License (CDL) program
  • Act as the Department Commercial Driver License ("CDL") subject matter expert by maintaining department CDL compliance, ensuring the department satisfies its CDL needs, and by acting as the liaison between the department and City for all CDL related matters
  • Recommend, develop and implement Safe Driving training procedures and presentations
  • Coordinate training on Federal and State (WSDOT, DMV, and DOSH) regulations as required with end users
  • Conduct driving assessments and coaching as needed and in conjunction with key management stakeholders
  • Review motor vehicle collision reports and injury accident reviews with drivers and other associated parties and makes recommendations for improvement
  • Track reported accidents by pertinent classifications, analyze trends and conduct needs analysis and provide content for the development and delivery of accountability measures,
  • Design and use various reports to share accident data and recommendations for improvement with supervision and management at least monthly and as needed
  • Act as subject matter expert and point of contact for driving and program related regarding audits, inspections, and interventions
  • Recommend, develop and support the implementation of Safe Driving training procedures and presentations
  • Interpret and communicate current and upcoming transportation related regulations to internal customers, fleet management, and garages; coordinate training on Federal and State (WSDOT, DMV, and DOSH) regulations as required with end users
  • Support and administer driving and other safety policies, standards, programs, procedures, and strategies as needed
  • Ensure an efficient and safe work environment by providing periodic site and vehicle inspections and evaluations
  • Research new safety equipment ideas and best practices for safe driving
  • Maintain relationships with regulatory agencies, other departments and subject matter experts to obtain information and/or correct problems;
  • Participate in utility and citywide safety and health meetings committees and on special projects.
  • Perform other safety and health duties as assigned.
