Job Description:

This position is eligible for full-time telework under Government Code 14200 for eligible

applicants residing in California.

Under the general direction of the Staff Services Manager II (SSM II), Human Resources Branch

(HRB), the Staff Services Manager I (SSM I) functions as the manager of the Department of

Housing and Community Development’s (HCD) Medical Management Unit (MMU) responsible

for the overall management of the Employee Health and Safety, Reasonable Accommodation,

Return to Work, Disability, and Workers’ Compensation Programs. The position functions as a

personnel expert and is involved in developing, revising, and recommending personnel

program policy and procedure. The position has full supervisory responsibility for subordinate

staff.

Desirable Qualifications:

• Possess strong leadership, coaching, and organizational skills with the ability to

work under pressure and handle multiple tasks while addressing changing priorities.

• Experience managing various Human Resources functions including Reasonable

Accommodations, Workers Compensation, Leave of Absences, Health & Safety,

benefits, SCO systems, and Disability Management

• Demonstrate a good understanding of personnel and performance management,

including employee supervision, development, and training.

• Ability to lead effectively and a demonstrated interest in assuming increasing

responsibility, exercise good judgment in making critical decisions, and public

speaking and presentation or training proficiencies.

• Demonstrated strong ability to research, understand, interpret and articulate

applicable relevant laws, regulations, policies, MOUs, and making appropriate

recommendations for action.

• Ability to analyze and apply legal principles and precedents to particular sets of

facts, and to provide clear, concise, and effective written actions and

documentation.

• Strong organizational, customer service, and time management skills in a fast-paced

environment and excellent interpersonal skills to deal effectively with difficult,

sensitive, and confidential matters.
