Job Description
Location San Dimas: onsite
pay: $85K
The Rate Analyst performs a wide variety of substantive and complex analytical, business, rate-making and regulatory tasks that affect the operations of the company. The Rate Analyst provides regulatory and analytical support to managers and staff to assist with technical presentations and will primarily be responsible for projects related to various rate and regulatory filings, including development of General Rate Cases (GRC) and interim Advice Letters (AL), rate testing for customer billing system and assists other departments with the development of financial, regulatory, and economic related analysis.
The Rate Analyst works closely with the Energy Resource Manager and keeps management informed of all work supporting Energy Resource Department areas of responsibility. As a responsible professional, the incumbent in this position must have the ability to work independently, exercise initiative and judgment in the performance of the core job responsibilities of this position and needs to be skilled in the ability to answer questions, draw conclusions and make recommendations as needed to facilitate a dynamic and high performance organization.

Essential Duties and Responsibilities
- Supports developing GRC applications
- Supports rate design witnesses in GRC hearings
- Writes testimony and may testify in formal hearings at the CPUC
- Performs primary statistical and analytical studies as it relates to revenue, sales, expense, rate base and supply, and other miscellaneous charges and fees
- Participates in investigations and rule-making proceedings
- Provides training to company personnel regarding rates and regulatory matters
- Interfaces directly with the CPUC regarding various topics
- Supports long-term company planning goals
- Responsible for maintaining internal controls in accordance with Sarbanes Oxley (SOX) and coordinating directly with internal and external auditors
- Cost of service (COS) analysis support
- Marginal Cost (MC) studies support
- Customer loads profile analysis
- Understands billing system and customer rates
- Monitors and follows other utility rate design filings
- Maintains BVES, Inc. rate history (average bill for residential customer over time, etc.)
- Develops and updates special rates (Added Facilities, NEM, DGS, etc.)
- Maintains a Results of Operation model and Statements of Earnings
- Files and tracks Advice Letters to change or update rates as needed
- Performs detailed rate and other analysis for customers
- Acts as resident rate expert
- Other duties as assigned
Minimum Qualifications
- Bachelor's degree in Business Administration, Economics, Math, Statistics, Accounting, or related field
- Utility work experience in either electric rates, regulatory, accounting and finance, economics or statistical analysis preferred
- Understanding of utility tariffs, rate design and utility contracts
- Proficiency in Microsoft Office and various databases
- Strong written, interpersonal and presentation skills
- Strong to excellent analytical and communication skills (both oral and written)
