DUTIES

RESPONSIBILITIES
As a Physician (Public Health), you will: Provide technical expertise for infectious disease outbreaks to United States Agency for International Development (USAID) staff based in Washington, D.C. and field offices. Serve as Physician (Public Health) and contribute to technical review of proposals submitted by Non-governmental organization (NGO) and United Nations (UN) partners for humanitarian response and disaster risk reduction activities. Provide technical assistance to United Nations (UN), Non-governmental organization (NGO), and Interagency partners during humanitarian crises, develop guidance with international organizations to improve current and future humanitarian responses and support operational research and training in humanitarian contexts. Support relationship between Bureau for Humanitarian Assistance (BHA) and Centers for Disease Control & Prevention (CDC) which allows for quick coordination during emergencies. Provide support to humanitarian public health assessments, proposal reviews, risk management, capacity building, and technical guidance to address the major causes of excess morbidity and mortality while ensuring adherence to the humanitarian principles of neutrality, impartiality, humanity, and independence. Work with international organizations to improve future humanitarian responses and support operational research, develop guidance and tools, and support training in humanitarian contexts. Support and contribute to United States Agency for International Development (USAID)/Bureau for Humanitarian Assistance (BHA) health programming with medical and health research expertise to oversee operational research including reviewing study protocols, data collection instruments, questionnaires, and related documentation for new and ongoing projects to improve humanitarian health interventions. Coordinate, plan, implement, evaluate, and prioritize emergency health activities to ensure that efforts in assigned program areas meet needs of affected populations and satisfy the goals and objectives of the response program.

QUALIFICATIONS

Basic Qualifications Requirements
In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Appointment to the position will be contingent upon a negative applicant drug test result. Basic Qualifications: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Minimum Qualification Requirements
4 years of graduate training in the specialty of the position to be filled or possess at least one year of specialized experience equivalent to the GS-13 grade level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include designing, implementing and evaluating medical activities related to public health programs. Licensure Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
